If you leave the station around 07:30 you can catch the Solan Dagshai bus that stops at the brewery and then drops you near the temple entrance. The driver usually lets you off right at the gate, so no extra hop is needed. For a quick overnight stay, Montclair Ananta Elite Solan is just 1.6 km from the temple and has good reviews. If the fair is on, the bus schedule stays the same but traffic around the brewery can be heavier.
