You could start at the fort, then head to Rushikonda Beach for a quick lunch, park in the paid lot, drive about 10 km to Kailasagiri in the late afternoon for sunset, and finish with a short 20 km trip to the zoo. Parking is free at the fort, while the beach and Kailasagiri have paid lots. If you’re staying near the fort, Fortune Inn Sree Kanya offers convenient on site parking. Does that sequence fit your time window?
