A good tweak is to start a bit later, around 7 am, so you miss the midday rush at Lingaraj. Take a shared auto from the main bus stand to Dhauli, then a local bus to the temple. From there you can walk or catch a short auto ride to Khurda Fort. If you need a place to stay nearby, Hotel O Sunshine 2 is only about 16 km from Bhubaneswar and easy to reach from the main bus stand.
