If you’re coming from Udupi, the state bus service runs a number of 22A or 22B buses that drop you near the Agumbe entrance. They’re cheap and run throughout the day. From Shimoga, take the KSRTC 69A or 69B; the journey is a bit longer but still very budget friendly. Both routes stop right outside the village, so you can hop off and start exploring the colonial and Vijayanagara ruins without extra travel costs.
