If you’re flying in, a quick taxi from Veer Savarkar to Sagarika Emporium takes about ten minutes, and from there the Cellular Jail is a 15 minute walk. If you’d rather grab a coffee and stretch your legs before heading back, the Hornbill Nest Resort is less than a kilometre away and offers a free shuttle to the airport, so you can fit the whole loop in a few hours.
